The tutorial can help a little bit, and get you started, but most of it is self taught, and somewhat complicated. Kaiserreich has so many events and unique things going on that it will by its very nature lag much harder than base game, and unlike base game where you can reliably delete entire regions which do nothing (ie south america) to make the game speed up a bit, in Kaiserreich these regions also have content.
